NTIA Comments on Proposed Information Collection for the State Broadband Data and Development Grant Program

The New America Foundation and Public Knowledge respectfully submit these comments in response to the Administration’s Public Notice seeking comment on the collection of State Broadband Data and Development Grant Program reports and ways to enhance the quality,
utility, and clarity of the information collected.

We encourage the Administration to maintain principles of accountability and transparency throughout the progress report process. Regular reporting is a vital component of a program of this magnitude and importance and, in the interest of oversight, these documents should be made available to the public.

The Administration must monitor the expenditure of taxpayer funds closely and efficiently. At a time when many programs and services are in need of additional funding from the government, those receiving funds through the program must be subject to explicit accountability metrics. Each progress report must contain information related to the achievement of project goals, how much grant money has been used to accomplish these goals, how much grant money remains, and whether the provision of broadband-related data in accordance with the mapping project timeline is on schedule.
